Jozef is a highly experienced consultant, manager and government advisor with a career spanning over 30 years on donor funded projects and cooperation: mainly for EU-ACP and EU-Budget, World Bank, bilateral cooperation (the Netherlands, Germany, Belgium, France, Sweden), UNDP, FAO and UNOPS. He also worked for private, mostly agricultural estate companies in developing countries.
Jozef is an authority on project cycle management (PCM) in the EU context, having been a Team Leader and trainer on numerous occasions for various EC/EU. He has over 15 years’ experience in institutional strengthening and in team leadership for long and short-term TA assignments.
He has been involved as a short-term consultant in various sector budget support projects (Sector Reform Contracts) since 2002, either for identification, formulation or for conceiving complementary support measures to Sector Reform Contracts.
Jozef is a source of a wealth of information on programmes, procedures and developments in relation to climate change mitigation and adaptation, natural resources management, water resources management, rural development and food security, environmental issues and biodiversity conservation. Vast parts of his career have been spent working in Asia and East European countries and in Sub-Saharan Africa and as such he is very well-versed in the climatic, soil, agricultural, fishery and forestry situations in many of these regions.
Jozef is an adept manager and trainer with highly developed communication and negotiation skills. Finely tuned inter-personal skills and an ease in adapting to constantly changing institutional frameworks characterise his style and make it a pleasure to work with him.
