Sanjay has over 28 years’ international experience of working as development sector consultant. His work has spanned four thematic areas – Governance, e-Governance, Public Financial Management (PFM) and Monitoring & Evaluation (M&E).

He has applied this subject matter expertise across a range of diverse sectors such as Urban Development, Tourism Development, Rural Development, Infrastructure Development, Water and Sanitation, Skills Development, Education, Health, etc. Sanjay He has worked on over a hundred development sector projects in over 23 countries, and as a Team Leader / Lead Advisor has led numerous multi-disciplinary international teams on projects in the above mentioned sectors. He has worked extensively with multilateral international development agencies such as – The World Bank, Asian Development Bank (ADB), African Development Bank, UNDP, UNOPS, UNICEF, etc. and leading bilateral such as DFID / UK Aid, Swiss Aid, GiZ, DFAT, etc.. He has worked with National, State / Provincial and Local Governments and public sector / regulatory authorities, in many countries.

As an E-Governance Specialist, Sanjay has an extensive track record in designing, developing and supervising implementation of numerous E-Governance projects using ICT solutions such DSS, MIS, and GIS, aimed at improving the efficiency, effectiveness and transparency in the public sector. His work has included – conducting organisation review and assessment for e-governance and e-tools; carrying out users’ needs assessment and requirements analysis for ICT, across different functional areas; preparing ICT / E-Governance Strategy and implementation roadmaps and E-Governance Master plans; designing and implementing ICT solutions based on web and mobile technologies for a wide variety of sectors, themes, functional areas and geographies and with varying levels of sophistication to meet the unique needs of public sector clients. Since 2002, Sanjay has been one of foremost proponents of establishment of single window clearance based Citizen Service Centers in several States in India, which allow citizens to access a range of public services and information and lodge complaints against any government department within the State. Many of these initiatives have won national and international awards and cited as best practice case studies. Sanjay is well versed with ISO Standards such as ISO 9000 for Quality Management, ISO 31000 for Risk Management, ISO 27001 for Information Security and ISO 26000 for Social Responsibility and has advised several organizations and public sector bodies on how to plan and implement these standards for an eventual ISO Audit and certification(s).

As an M&E Specialist, Sanjay has been designing and implementing Monitoring and Evaluation Systems and conducting reviews and impact assessments of projects in the development sector. Sanjay has designed and developed numerous M&E and performance management systems for various development projects and programs in different sectors. He has carried out several project reviews, impact assessments studies and benefit monitoring studies for projects and programmes in the above mentioned sectors. Sanjay is well versed with all the leading M&E approaches such as Results Based Management (RBM) and Results Frameworks, Participatory M&E, Randomized Controlled Trials (RCT), Rapid Evaluations and Outcome Mapping.

As a Governance Advisor / Team Leader, Sanjay has over the last 12 years, on numerous donor funded projects, where his scope of work ranged from providing technical inputs for initial project design and program planning, to implementation support and monitoring, to post-implementation review. His work on such projects typically involves leading a team responsible for preparing the Operations Manual / Project Implementation Plan / Detailed Project Report, Procurement Manual, Financial Management Manual, Social and Environmental Management Plans and other reports and documents required by the respective national or provincial government(s). He has worked on projects on Tourism, Higher Education, Public Service Delivery, ICT, Rural Development and Skills Development.

As a PFM Specialist, Sanjay has worked on several Fiduciary Risk Assessment and Operational Risk Assessment studies, Medium Term Expenditure Frameworks (MTEF) and Medium Term Budget Frameworks (MTBF) and has advised national governments on good practices for Performance, Gender and Poverty Budgeting, Value for Money (VfM) and Results Based financing. He is well versed with Public Expenditure and Financial Accountability (PEFA) framework and indicators, International Public Sector Accounting Standards (IPSAS), International Organization of Supreme Audit Institutions (INTOSAI) Standards, GAA Principles and India’s General Financial Rules (GFR). He has worked extensively on introducing double entry accrual accounting and computerized financial management information systems in many states urban local bodies (ULBs) in several countries in South Asia.

Sanjay has also worked on different dimensions of Social and Financial Inclusion, which has included advising and supporting national governments on strategies and initiatives for growing and supporting the MSME sector, through establishment of Central Asset Registries, a Credit Information Bureaus, Lines of Credit at Commercial Banks, preparation and enactment of supporting legislation such as MSME and CIB Acts, capacity building of central banks and financial sector regulatory bodies through research papers and international seminars and workshops on financial regulation, financial literacy and consumer protection. Sanjay has delivered numerous talks and presentations on micro-finance, proportionate regulatory mechanisms, use of ICT in financial inclusion and financial literacy.

Sanjay has recently been working on tourism development projects in several states in India, including the World Bank funded Bihar Pro-Poor Tourism Development Project and Inclusive Tourism Development Project, in which his scope of work has involved conducting background research for various tourist circuits and destinations in these states and providing inputs for the overall design and management of these projects.

Sanjay has conducted over 200 national and international seminars, training workshops and best practices study tours on M&E, ICT, E-Governance and PFM in several countries in Asia and Europe.
