Monica has over 28 years’ international experience of working as development sector consultant. Her work has spanned four thematic areas – Public Financial Management (PFM), Governance, e-Governance and Monitoring & Evaluation (M&E).
She has applied this subject matter expertise across a range of diverse sectors such as Urban Development, Tourism Development, Rural Development, Infrastructure Development, Water and Sanitation, Skills Development, Education, Health, etc. Monica has worked on several development sector projects in over 9 countries. She has worked extensively with multilateral international development agencies such as – The World Bank, Asian Development Bank (ADB), UNDP, UNOPS, and leading bilateral such as DFID / UK Aid, and USAID. She has worked with National, State / Provincial and Local Governments and public sector / regulatory authorities, in many countries.
As a PFM Specialist, Monica has worked on several Fiduciary Risk Assessment and Operational Risk Assessment studies, Medium Term Expenditure Frameworks (MTEF) and Medium-Term Budget Frameworks (MTBF) and has advised national governments on good practices for Performance, Gender and Poverty Budgeting, Value for Money (VfM) and Results Based financing. She is well versed with Public Expenditure and Financial Accountability (PEFA) framework and indicators, International Public Sector Accounting Standards (IPSAS), International Organization of Supreme Audit Institutions (INTOSAI) Standards, GAA Principles and India’s General Financial Rules (GFR). She has worked extensively on introducing double entry accrual accounting and computerized financial management information systems in many states urban local bodies (ULBs) in several countries in South Asia.
As a Governance Advisor / Team Leader, Monica has worked on numerous donor funded projects, where she has provided inputs from initial project design and program planning, to implementation support and monitoring, to post-implementation review. Her work on such projects involves preparing the Operations Manual / Project Implementation Plan / Detailed Project Report, Procurement Manual, Financial Management Manual, and other reports and documents required by the respective national or provincial government(s). She has worked on projects on Higher Education, Public Service Delivery, ICT, Rural Development, Tourism Development and Skills Development. She has also worked in several large private sector organizations and designed integrated business solutions for their financial, costing and MIS needs.
As an E-Governance Specialist, Monica has an extensive track record in designing, developing and supervising implementation of numerous E-Governance projects using ICT solutions such DSS, ERP, CRM, MIS, and GIS, aimed at improving the efficiency, effectiveness and transparency in the public and private sector. Her work has included – conducting organisation review and assessment for e-governance and e-tools; carrying out users’ needs assessment and requirements analysis for ICT, across different functional areas; preparing ICT / E-Governance Strategy and implementation roadmaps and E-Governance Master plans; designing and implementing ICT solutions based on web and mobile technologies for a wide variety of sectors, functional areas and geographies and with varying levels of sophistication to meet the unique needs of public and private sector clients. Since 2010, Monica has led a team of consultants in development of integrated solution for Asian Development Bank and Ministry of Finance, Government of India for joint monitoring of all ADB projects in India from inception to completion by ADB, MOF and ADB project offices across India. The project has won awards and implemented for World Bank as well. Many of the projects executed by her have been cited as best practice case studies. Monica is well versed with ISO Standards such as ISO 9000 for Quality Management, ISO 26000 for Social Responsibility, ISO 27001 for Information Security and ISO 31000 for Risk Management. She is also a certified CMM auditor and has implemented various projects following the above standards.
As an M&E Specialist, she has been designing and implementing Monitoring and Evaluation Systems and conducting reviews and impact assessments of projects in the development sector. She has designed and developed numerous M&E and performance management systems for various development projects and programs in different sectors. She has carried out several project reviews, impact assessments studies and benefit monitoring studies for projects and programmes. Monica is well versed with all the leading M&E approaches such as Results Based Management (RBM) and Results Frameworks, Participatory M&E, Randomized Controlled Trials (RCT), Rapid Evaluations and Outcome Mapping.
She was the lead external advisor and quality assurance specialist for Financial Management solution for the ULBS in India, based upon the Government of India’s National Chart of Accounts. She was involved in implementation of Financial Accounting function in several urban local bodies in India as part of various DFID funding projects. She co-authored the Financial Management Manual for six largest municipal corporations in Bangladesh. She designed and implemented the financial management and budgeting system in over 16 locations in Nepal, as part of the DFID funded RAP project.
Monica has conducted several national and international seminars, training workshops and best practices study tours on M&E, ICT, Governance, E-Governance and PFM.
